Is the cited provision operative on the review date, or final and notified for a future date?
Requirement type
Is the statement a legal requirement, implementation indicator, best practice, or fact-dependent?

This separation prevents a useful implementation idea from masquerading as statutory wording—and prevents a future provision from looking operative today.
